Overview

Provide technical support in the design and operationalization of a nationally integrated digital SBC/RCCE ecosystem, aligned with government systems and UNICEF strategy.


Key Responsibilities
  • Support the design of a unified digital SBC/RCCE ecosystem.
  • Develop systems frameworks and integration models.
  • Define SOPs, governance structures, and coordination mechanisms.
  • Support adaptation of digital tools.
  • Establish interoperability and feedback mechanisms.
  • Support the rollout and sustained use of digital platforms.
  • Facilitate integration of systems into government workflows.
  • Facilitate capacity building.
  • Provide technical support for continuity and institutional ownership.
  • Support the management of the U-Report ecosystem.
  • Guide implementation and use of social listening tools.
  • Support integration of IoGT and other platforms.
  • Ensure platforms function as two-way channels.
  • Provide technical support for digital SBC campaigns.
  • Support the integration of birth registration campaigns.
  • Ensure campaigns are aligned to system-level objectives.
  • Guide content, targeting, and channel strategies.
  • Support the design and coordination of digital RCCE approaches for emergency preparedness and response.
  • Provide technical support for content design and digital deployment during public health emergencies.
  • Synergy on the use of platforms for real-time feedback, rumor tracking, and adaptive communication.
  • Integrate emergency responses within existing digital systems.
  • Create a dashboard to integrate online and off-line feedback mechanisms.
  • Support implementation and alignment of priority SBC initiatives.
  • Provide technical input into social marketing campaigns.
  • Contribute to proposal development, partner engagement, and strategic planning processes.
  • Support alignment across MoY, other line ministries, internal SBC teams, and external partners.
  • Establish monitoring frameworks for digital engagement systems.
  • Provide quality assurance to insights, dashboards, and reports.
  • Support adaptive learning and continuous system improvement.
  • Document best practices and lessons to inform scale-up across sectors.
Required Experience
  • Minimum of 8 years of relevant professional experience in Social and Behaviour Change (SBC), Risk Communication and Community Engagement (RCCE), digital engagement, marketing, or related fields.
  • Demonstrated experience working with UN agencies, government, and development partners, with a strong track record in multi-sectoral coordination and institutional engagement.
Qualifications

BA - Public Health; Behavioural/Social Sciences; Communication for Development / Social and Behaviour Change (SBC); Health Promotion, Marketing and Audience Engagement (or related fields).
