Overview
The Monitoring and Evaluation Officer will strengthen and implement the project's Performance Monitoring Plan, design and roll out data collection tools, and coordinate reporting and evaluations to support the "Improving Labour Governance in PNG" project.
Key Responsibilities
- Strengthen and implement the initial Performance Monitoring Plan, including results, baselines and targets and indicators; assumptions and risks, and reporting on activities and performance towards project objectives addressing the project theory of change and mainstreaming gender and non-discrimination.
- Design and roll out of data collection tools (with quantitative and qualitative dimensions), including key performance indicators.
- Coordinate baseline and follow-up surveys and studies as necessary (quantitative and qualitative dimensions).
- Coordinate the preparation of periodic reports to the donor.
- Be the focal point of the project for the mid-review and final evaluation and support related activities.
- Review, verify, analyse work plans, progress and final reports and other data for clarity, completeness and consistency and monitor the progress of project activities and outputs.
- Develop M&E operational guidelines as required, prepare and deliver capacity building for project staff, stakeholders and project partners on M&E of activities.
- Coordinate the preparation of project documentation including lessons learned, good practices, and statistical data on status of the overall activities of the project.
- Establish/maintain close relations with national authorities and project partners, especially with respect to M&E activities.
- Support to Project Manager to develop project communication materials demonstrating the results and impacts.
- Facilitate workshop on monitoring and evaluation & data collection framework.
- Carry out other duties as may be assigned by the project manager and country director.
- Maintain and update project beneficiary’s database.
- Provide technical and coordination support in piloting Labour Management Information systems in DLIR.
Required Experience
- Minimum two (2) years professional experience in an M&E position responsible for implementing M&E activities;
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management and developing monitoring plans;
- Experience in planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight and managing and providing guidance to project staff and survey personnel;
- Knowledge of evaluation methodologies (qualitative and quantitative) and data collection and analysis methodologies;
- Demonstrated experience and understanding of knowledge management (including management information systems) and communications in a development context.
Qualifications
First level university degree in statistics, public policy, international development, economics or related field, preferably with professional level training in M&E and related strategic planning.
