Overview
Conduct an independent mid-term evaluation of the National Action Plan for the Realization of Children’s Rights in Turkmenistan for 2023–2028 to assess progress, effectiveness, and efficiency of interventions.
Required Experience
- At least ten years of proven experience in evaluation and programme reviews.
- Knowledge of methods and approaches in evaluation.
- Experience in applying both quantitative and qualitative methods and ability to effectively communicate data and analysis.
- Strong experience in writing reports, documentation to convey programming efforts.
- Experience with the ethics of evidence generation; familiarity with ethical safeguards.
- Experience and knowledge of Central Asia context would be an asset.
