Overview

The Global Technical Advisor (GTA) ensures that operations are compliant with International Mine Action Standards and global frameworks, championing innovation and operational support. The role integrates DEI, GESI, and PSEAH standards into workplace culture and operations.


Key Responsibilities
  • Support programme and project design from an operational and technical perspective.
  • Provide expert operations advice to Senior Management.
  • Research new opportunities for operational engagement.
  • Lead the design of concepts of operations for new projects.
  • Conduct assessment missions and develop associated documents.
  • Ensure alignment with UNOPS standards and policies.
  • Embed environmental footprint assessments and climate adaptation strategies.
  • Review and provide technical input into agreements and solicitation documents.
  • Conduct oversight visits of ongoing programmes and projects.
  • Identify potential risks and mitigation plans.
  • Maintain strict adherence to technical standards.
  • Oversee, coordinate, and monitor global mine action operations.
  • Assist global forums and stakeholder engagements.
  • Collaborate with UNOPS regions to support ETM programmes.
  • Establish and lead a global community of operational experts.
  • Develop, implement, and maintain systems for capturing lessons learned.
  • Champion innovation by identifying emerging trends and technologies.
  • Guide and mentor operational staff globally.
Required Experience
  • Advanced University Degree with 7 years of relevant experience; OR First Level University Degree with 9 years of relevant experience; OR Secondary school with 13 years of relevant experience.
  • Operations experience in a military, law enforcement, humanitarian, post-conflict, or development context.
  • Minimum of 5 years of proven and applicable experience (within the past 10 years) in explosive threat management, managing at least 3 of the following activities: Humanitarian Mine Action (HMA)/ Explosive Threat Management, HMA-specific Mechanical Mine Clearance, IED Threat Mitigation, Physical security/stockpile management (PSSM) or weapons/ammunition management (WAM), Stockpile destruction or Disarmament, Demobilization, and Reintegration (DDR) weapons disposal.
  • Minimum of 3 years of experience (within the past 10 years) managing people.
  • Experience applying International Mine Action Standards (IMAS), International Ammunition Technical Guidelines (IATG), IMAS Level 3+ IEDD Advanced (T&P 09.31/01/2019).
  • Experience using information management systems such as the Information Management System for Mine Action (IMSMA).
Qualifications
  • Advanced University Degree (master's degree or equivalent) OR First Level University Degree (bachelor's degree) OR Secondary school.
  • EOD Level 3+ qualification (in any specialist EOD activities as described in Test and Evaluation Protocol 09.30/01/2022 e.g., Bulk demolitions, guided weapons, aerial bombs etc.) is required.
