Overview

The Architect will contribute to the multi-country office in developing its future and ongoing infrastructure project portfolio, supporting the Program Team in design and technical planning for new project proposals and implementation and closure of ongoing projects.


Key Responsibilities
  • Support the formulation and design of new infrastructure project opportunities.
  • Monitor and control operations, activities, and studies related to design management.
  • Plan daily design operations in coordination with project management.
  • Implement the study management plan, including milestone establishment.
  • Identify and manage risks inherent in project study management.
  • Coordinate and monitor operations and deliverables of study consultants.
  • Support technical, legal, and financial coordination and management of construction works.
  • Manage communications, ensuring adequate information to stakeholders on study activities, progress, and delivery.
  • Inform Project Management on issues affecting results, focusing on social, economic, institutional, and environmental sustainability.
  • Comply with UNOPS execution instructions, procedures, directives, norms, and policies.
  • Provide technical assistance in reviewing and validating technical documents, studies, and technical files.
  • Support the supervision of field tasks, operations, and studies carried out by consultants.
  • Integrate and compatibilize plans, schedules, operations, and design-related products.
  • Review documents, systematize information, and provide opinions on infrastructure design studies.
  • Evaluate and propose technical approval of third-party products related to technical documents, studies, and infrastructure works.
  • Monitor and control the execution of specialty studies in their various stages.
  • Evaluate and propose technical approval of third-party deliverables related to designed infrastructure technical files.
  • Track construction works (cost, quality, and schedule control) and implement the Occupational Safety Plan, environmental management, and change management during construction.
  • Review and manage valuations and payment requests from consultants.
  • Review and manage change orders, variations, or modifications in accordance with UNOPS regulations and consultancy contracts.
  • Support the negotiation of contract settlements with UNOPS contractors.
  • Support infrastructure project closure activities.
  • Integrate sustainability actions into the design coordination process, including social inclusion, gender, environmental aspects, and safety.
  • Manage risks to prevent and/or mitigate them, informing Project Management and recommending corrective actions.
  • Review and support the management of consultancy progress reports, exception reports, termination reports, and final consultancy reports.
  • Prepare special reports requested by Project Management or Country Office Directorate.
  • Systematize lessons learned monthly, their final report, and the results/outputs of design sustainability criteria and initiatives.
Required Experience
  • Minimum of two (2) years of experience (based on academic merits) in the development of designs and/or supervision of social housing works.
  • Knowledge of computer-aided design software (AutoCAD, REVIT, and/or others).
  • Experience in infrastructure projects within the framework of technical cooperation implemented within the United Nations is desirable.
  • Experience with MS Project software is desirable.
Qualifications
  • Required: Higher education degree (equivalent to Master's or similar) in Architecture.
  • Desirable: Master's degree can be replaced by a university degree (equivalent to Bachelor's) in Architecture and two additional years of relevant experience.
  • Additional studies (specializations) in social infrastructure such as health, housing, education, and transport are valued.
  • Additional studies on sustainable development in the infrastructure field are valued.
