Overview

Provide targeted, crosscutting monitoring and evaluation expertise to support the operationalization of a coherent theory of change and results framework across all EU4BARMM tri-justice work packages, through on-demand technical inputs aligned with programme milestones and reporting requirements.


Key Responsibilities
  • Provide technical support to the development, finalization, and operationalization of the programme’s Theory of Change (ToC) and Results Framework (RF).
  • Advise on the development and refinement of indicators across work packages, ensuring consistency, measurability, and alignment with programme outcomes.
  • Provide technical guidance on the design and refinement of monitoring tools and data collection instruments.
  • Provide targeted, on-demand M&E technical assistance to individual work packages.
  • Provide technical support to the consolidation of results data, synthesis of monitoring findings, and preparation of narrative inputs for progress reports, donor reports, and results-based management frameworks.
  • Provide technical support to the design and facilitation of pause-and-reflect exercises, after-action reviews, and lessons-learning events.
  • Advise on the alignment of programme M&E frameworks and reporting outputs with external reporting requirements.
Required Experience
  • Progressively responsible professional experience in monitoring and evaluation within development or peacebuilding programmes.
  • Demonstrated experience in developing and operationalizing theories of change and results frameworks in complex, multi-component programme environments.
  • Proven track record in indicator development, monitoring tool design, data quality assessment, and results-based reporting.
  • Experience facilitating participatory learning, pause-and-reflect, or after-action review processes with programme teams and implementing partners.
  • Experience preparing M&E inputs to donor reports and supporting alignment with SDG monitoring frameworks.
Qualifications

• Bachelor’s degree (or equivalent) in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, Public Policy, or related fields with 9 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 7 years of relevant experience.
