Overview

Manage infrastructure projects, including design, tendering, implementation, and closure, ensuring quality assurance and compliance with technical aspects.


Key Responsibilities
  • Supervise design, tendering, implementation, and closure of infrastructure projects.
  • Prepare/review tender documents, BOQ, and verify prices.
  • Follow up on tenders, assist in technical analysis and review evaluation reports.
  • Conduct field technical engineering follow-up on site implementation and progress.
  • Arrange weekly meetings with contractors and draft Minutes of meetings.
  • Review field inspection reports.
  • Assist in drafting and issuing tenders, budgets, cash flows, and preliminary schedules.
  • Follow up on project schedules, coordinate activities, and solve site problems.
  • Assist in approving materials and follow up on their installation.
  • Monitor daily site activities and lead site engineers.
  • Prepare daily, weekly, and monthly reports on site development and contractor personnel.
  • Supervise and monitor physical and financial progress against work plans.
  • Review workshop drawings and as-built drawings.
  • Prepare variation orders and review details with contractors.
  • Prepare payment certificates and update site measurements versus BOQ weekly.
  • Follow up on required tests for materials, concrete, or equipment.
  • Monitor access, storage, and distribution of coordinated materials.
  • File project documents and records.
  • Prepare substantial completion certificates and obtain project close-out documents.
  • Monitor and ensure safety precautions are implemented.
  • Monitor project risks and issues and provide solutions.
  • Identify changes and challenges in the external environment and suggest corrective measures.
  • Monitor and ensure gender mainstreaming considerations are embedded in project activities.
  • Ensure project implementation complies with UNDP Rules and Regulations.
  • Liaise with stakeholders and relevant authorities.
  • Prepare and assist in finalization of reporting requirements, filing system, and communication materials.
  • Handle correspondence and maintain the filing system.
  • Document lessons learned, best practices, and success stories.
  • Monitor project implementation against established indicators.
  • Support the development of communication and visibility materials.
  • Ensure donor branding and visibility requirements are fulfilled.
  • Identify, synthesize, and document best practices and lessons learned.
Required Experience
  • Minimum of 7 years (with High School Diploma) or 4 years (with bachelor’s degree) of relevant experience in supervising similar civil construction projects including health and public buildings.
  • Experience in the environmental requirements in construction of public buildings.
  • Experience in AutoCAD drafting and drawings.
  • Demonstrated experience in Microsoft Project planning software.
  • Proven experience in project/construction planning.
  • Professional experience in reports writing, email writing, preparation of Meetings minutes, etc.
  • Experience and knowledge of the local rules and regulations for construction in East Jerusalem.
  • Demonstrated experience in site supervision.
  • Certification in health and safety for infrastructure projects.
  • Experience in quantity surveying and construction measurement.
  • Familiarity with UN and/or UNDP procedures.
Qualifications
  • Secondary Education is required.
  • Or A university degree (bachelor´s degree) in Civil Engineering will be given due consideration, but it is not a requirement.
  • Valid membership in Local or International Engineering Association is required.

Fluency in both English and Arabic is required.
Languages Preferred
Knowledge of the Hebrew language is an asset.
