Overview
Consultant to support the creation of a "Starter Kit" for country offices on identity management and beneficiary data interoperability, and to draft a milestone completion report.
Key Responsibilities
- Create a "Starter Kit" for country offices on identity management and beneficiary data interoperability.
- Inform agencies' colleagues about the UN80 identity management initiative and its implications at country level.
- Provide guidance on available resources at global level to foster personal beneficiary data collaboration.
- Present applicable tools from country best practices to deduplicate assistance packages.
- Map available technological and legal frameworks enabling the exchange of beneficiary personal data across agencies.
- Focus on available technologies and best practices enabling agencies to deduplicate identities and assistance packages.
- Gather available guidance on identity assurance frameworks by different agencies.
- Present available identity data standards across agencies and interoperability use cases in an actionable manner.
- Complement starter kit chapters with lessons learned on best practices.
- Support the drafting of UN80 milestone completion report for action 24.
Required Experience
- Experience of leading the delivery of programmes in emergency settings.
- Expertise in operational processes and tools related to beneficiary personal data (e.g.: cash assistance).
- Knowledge of Interagency Standing Committee Frameworks.
- Familiarity with the work of the United Nations.
- Experience with UNICEF HOPE is considered an asset.
Qualifications
• Advanced university degree (Master’s or higher) in social policy, public policy, economics, climate adaptation/DRR, or related fields.
