Overview

The SCEPVA Operational Planner is responsible for planning, coordinating, and integrating Sovereign Cyber Effects Provided Voluntarily by Allies (SCEPVA) into NATO operations and missions.


Key Responsibilities
  • - Is responsible for analysis and definition of operational requirements for requesting cyber effects support;
  • Support planning, coordinating and integrating of SCEPVA effects into NATO AOM on the strategic and / or operational level;
  • Supports the coordination of SCEPVA framework participation in NATO exercises;
  • Supports the Cyber Operations Room as required;
  • Assists in writing directives, standard operating procedures (SOPs), military orders etc., in order to provide NATO the necessary level of mission assurance;
  • May be required to formally represent section head/branch head/director various meetings;
  • Provides support to discipline related capability development;
  • Contributes to the preparation of, and participates in, NATO conferences/workshops related to the Cyberspace Operations (CO) discipline and CO capability development;
  • Contributes to Education and Training (E&T) functions and doctrine development;
  • Contributes to the collective Cyberspace readiness activities as a part of Collective Training and Exercises (CT&E);
  • Contributes to the analysis conducted from correlated information sources, including Lessons Learned from Exercises;
  • Routine / constant engagement with SCEPVA Contributing Nations regarding Cyberspace effects development in support of ACO MDO.
  • Routine / constant engagement with all key stakeholders related to integration of SCEPVA into MDO (J2, J3. J3/5, J5, J6 and J10).
  • Routine / constant engagement with ACO Operational HQ stakeholders (principally but not limited to J2, J3, J5, J10)
  • Support any other related operational tasking as directed by CyOC Ops Branch Head
Required Experience
  • Minimum of 4 years experience working within a National Cyberspace organization, or a military Operational and/or Strategic Headquarters.
  • Minimum of 2 years Operational experience including the integration of non-lethal Effects disciplines.
  • Experience of development and execution of military planning and operations.
  • Experience in undertaking activities that includes the development of non-lethal Effects doctrine and policy, including but not limited to PSYOPS, INFO OPS, CYBERSPACE, LAWFARE or EW for the purpose of executing Joint Effects.
  • Experience in providing training within the field of Cyberspace Operations (to include one or more of the following – Planning, synchronisation and execution, training, intelligence, STRATCOM, or authorities framework of Cyberspace Operations).
  • Recent Joint Operational experience is desirable.
Qualifications

University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research. or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
