Overview

The Cash and Markets Specialist will provide strategic and technical leadership for cash and voucher assistance (CVA) and market-based programming, ensuring interventions are context-appropriate and contribute to household recovery and local market functioning.


Key Responsibilities
  • Lead on CVA feasibility, market and risk assessments.
  • Advise on suitable cash, voucher, or hybrid modalities, including transfer values, targeting approaches, and safeguards.
  • Ensure cash and market interventions are designed and implemented in line with NRC standards, donor requirements, and protection, SIP, and accountability principles.
  • Provide technical support, oversight, and capacity building.
  • Contribute to monitoring, evaluation, and learning.
  • Engage in coordination, partnerships, and representation.
Required Experience
  • At least five years of humanitarian and/or development context experience in systems programming with a focus on cash and markets.
  • Three years’ experience in a project management position.
  • Advanced knowledge and skills in designing and implementing CVA and MBA.
  • Experience in planning, organising, and implementing market system assessments, mapping, and analysis.
  • Experience in institutionalising CVA and MBA and addressing structural barriers to market systems adoption.
  • Knowledge and experience in developing and facilitating trainings on and around CVA and MBA.
  • Experience from working in complex and volatile contexts (experience in contexts with high levels of inflation would be desirable).
  • Strong strategic thinker with demonstrated capacity to translate concepts into action.
  • Proven ability to be accountable for all components of the programme.
  • Curiosity about the root causes of market failure, and instinctive ability to compile multi-actor collaborations in response.
  • Experience of a flexible approach to managing and prioritising diverse workload.
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.

• Knowledge of the context in Palestine is an advantage. • Arabic language skills is an advantage.
