Overview
The Programme Management Officer will contribute to the development of core planning processes and documents for mandate implementation, focusing on budgeting, audit support, and integrated action plans.
Key Responsibilities
- Provide support to the preparation and coordination of inputs for the Mission’s Results-Based Budget (RBB) framework and performance reports.
- Compile, monitor, and analyze budget proposals and performance data.
- Ensure the timely insertion of inputs by Substantive Sections into Umoja-SMA and compile quarterly performance reports.
- Attend Budget and Expenditure Working Group meetings and contribute towards the review and provision of feedback to Action Points where required.
- Provide support to the preparation of annual budgetary hearings including the Advisory Committee on Administrative and Budgetary Questions (ACABQ ) and Fifth Committee, by assisting with the preparation of draft anticipated Questions and Answers.
- Assist with compiling inputs and drafting responses to questions received from the ACABQ and Fifth Committee.
- Assist with coordinating/facilitating OIOS and Board of Auditors processes, in coordination with relevant offices/sections of the Mission.
- Coordinate, gather, and consolidate requested inputs to OIOS and Board of Auditors related reporting.
- Monitor and follow up on the status of implementation of OIOS and Board of Auditors recommendations as required.
- Coordinate with relevant sections/offices to gather inputs for periodic reporting such as Action for Peacekeeping Impact and the United Nations Disability Inclusion Strategy.
- Participate in the development, implementation, and evaluation of assigned programmes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Research, analyze, and present information gathered from diverse sources.
- Undertake survey initiatives; design data collection tools; review, analyze, and interpret responses; identify problems/issues and prepare conclusions.
- Provide substantive support to consultative and other meetings as required, including proposing agenda topics, identifying participants, preparation of documents and presentations.
- Contribute to the collection and analysis of data as well as identification of trends or patterns.
Required Experience
- 3 years of experience.
- Programme Management/Planning is required.
- Knowledge and/or experience of United Nations (UN ) peace operations is desirable.
- Project management experience is desirable.
- Knowledge of Corporate Performance Appraisal System (CPAS ) or similar performance assessment systems is desirable.
- Knowledge of Enterprise Resource Planning (ERP ) tools is desirable.
Qualifications
• Master's degree in Development Studies/Business Administration/ Political Science or related fields.
