Overview
Develop a Monitoring, Evaluation, Accountability and Learning (MEAL) framework and measurement tools for the Third National Action Plan on Women, Peace and Security (NAP III) 2026–2028.
Key Responsibilities
- Conduct a desk review and analytical assessment of NAP III results framework, indicators, and theory of change.
- Collect, analyze, and assess lessons learned, gaps, and good practices from previous NAP monitoring processes.
- Analyze relevant national policies, institutional mandates, and existing monitoring systems related to WPS implementation.
- Review relevant international frameworks, guidance, and best practices on WPS monitoring, results-based management, and accountability.
- Design a comprehensive, results-based MEAL framework aligned with NAP III, including outcomes, outputs, indicators, means of verification, and defined roles.
- Develop an institutional monitoring matrix to support the implementation of the MEAL framework.
- Develop standardized quantitative and qualitative data collection tools, including administrative and SADD data reporting templates, survey applications, KII and FGD guides, and community-based monitoring tools.
- Design learning tools and establish a learning log, and create a MEAL Calendar of Events.
- Align the MEAL framework with national data systems and international reporting frameworks.
- Facilitate technical validation processes with key national stakeholders and incorporate feedback.
- Finalize the MEAL framework, tools, and accompanying guidance for implementation.
Required Experience
- At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required.
- Demonstrated experience developing M&E frameworks and data collection tools is required.
- Demonstrated experience in conducting assessments, research, MEAL activities with direct beneficiaries is required.
- Strong familiarity with Women, Peace and Security agendas and UNSCR 1325.
- Experience working with government institutions is desirable.
- Experience in using digital data collection applications like KOBO is desirable.
- Experience in the United Nations systems is desirable.
- Field experience is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Qualifications
- Master’s degree (or equivalent) in Political or Social Science, Economics, Business administration, International Development Studies, Gender/Women's Studies is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
