Overview
Develop functional and technical requirements for a future Statistical Population Register (SPR) and related ICT systems to strengthen official statistics on the de facto population in Ukraine.
Key Responsibilities
- Develop functional and technical requirements for the SPR.
- Define key system functions including data ingestion, linkage, validation, processing, storage, updating, audit trail, and reporting.
- Conduct capability inventory and gap analysis of administrative registers.
- Define interoperability requirements for integration with administrative data sources and external systems.
- Contribute to the preparation of technical specifications and feasibility-oriented technical documentation.
- Propose requirements for system architecture, workflow, maintainability, data security, integrity, confidentiality, access control, user roles, permissions, anonymization, and statistical use of data.
- Prepare a user-role catalogue, access-pattern documentation, and an architectural blueprint.
- Ensure technical documentation aligns with UNECE framework and is usable by stakeholders.
Required Experience
- At least 8 years of relevant professional experience in statistical information systems, population register systems, administrative data platforms, or similar large-scale data systems.
- Demonstrated hands-on experience with the Trembita government data-exchange system or extensive work experience with Ukrainian governmental registers.
- Strong understanding of the Ukrainian regulatory environment for administrative data sharing and personal-data-protection framework.
- Experience working with multiple information systems and administrative data integration.
- Experience in international technical assistance or advisory projects.
- Experience translating business or methodological needs into technical system requirements.
- Proven experience preparing structured technical documentation in English.
- Desirable experience with geospatial system components or geocoded data environments.
- Desirable experience with confidential statistical data environments or public sector statistical infrastructure.
Qualifications
Advanced university degree in Computer Science, Information Systems, Data Engineering, Statistics, GIS, Demography, or a related field.
