Overview
Provide technical support to strengthen public financial management systems for recovery in Armenia, embedding risk-informed and disaster-responsive PFM into core fiscal systems.
Key Responsibilities
- Conduct meetings with project team and develop consultancy work plan, including stakeholder engagement plans.
- Organize inception calls with Ministry of Finance and central finance agencies.
- Collect and analyze existing documentation on Armenia’s PFM system and recovery financing.
- Organize and conduct interviews with key stakeholders.
- Analyze national PFM system for recovery according to five domains.
- Synthesize findings into a draft report, highlighting gaps and reform needs.
- Collect feedback, finalize analysis, and support its validation.
- Feed assessment findings into the National Recovery Readiness Roadmap.
Required Experience
- A minimum of 5 years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required.
- Experience working on public financial management or domestic financing systems is required.
- Experience in written and oral communication is required.
- Experience in research on disaster risk reduction related topic is desirable.
Qualifications
- An advanced university degree in economics, public finance, disaster risk management, development, business administration, public policy, management or the relevant field is required.
- A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree.
