Overview

The Monitoring and Evaluation Specialist will advise the Project Coordination Unit on the design and establishment of an M&E System for PROREFISH GAMBIA to record progress, assess results, and systematize experiences. The role contributes technical expertise to monitoring and evaluation activities.


Key Responsibilities
  • Monitor progress of pipeline and ongoing projects at country level and prepare monthly/annual/mandatory reports and briefs.
  • Identify projects/programmes facing problems and draw them to the attention of responsible officers/units and follow up.
  • Contribute to programme development in accordance with FAO’s Project Cycle and relevant procedures.
  • Act as focal point, oversee and coordinate the collection and storage of information and documents related to monitoring and evaluation of results.
  • Ensure that programme and project concept notes and proposals emphasize the logical/results framework.
  • Develop Terms of Reference (ToR) for project evaluation and coordinate evaluation process.
  • Coordinate data collection for Corporate Outcome and Output monitoring.
  • Participate in the Cooperation Framework (CF) or UNSDCF M&E Working Group.
  • Design standard result-oriented M&E tools, methods and techniques.
  • Monitor the progress and results of resilience projects using resilience measurement tools.
  • Develop and implement M&E capacity building trainings.
Required Experience
  • A minimum of five years of technical experience in agriculture, rural development, fisheries, food and nutrition security or other related fields.
  • At least three years of experience in collaborating with research centres, government institutions, or rural development projects for the implementation of M&E Systems.
  • Experience in the formulation and implementation and evaluation of projects and programmes for natural resources management, rural development is desirable.
  • Experience in working with/or in government departments, national and international NGOs and other UN Agencies is desirable.
  • Experience in the implementation of methodologies for monitoring and assessing projects financed with international cooperation resources in sustainable management of natural resources.
Qualifications

• Advanced university degree in Agricultural Economics, Biometry, Economics, or related subject.

• Working knowledge of English • Fluency in written and spoken English and any of the major local languages spoken in the Gambia
Languages Preferred
• Familiarity with the Gambian context is an advantage
