Overview

The Evaluation Specialist (Multi-Country) post is responsible for contributing to the design and effective conduct and uptake of evaluations in accordance with the UNICEF evaluation policy, ensuring that UNEG Norms and Standards for evaluation as well as UNICEF evaluation coverage benchmarks and quality standards are upheld.


Key Responsibilities
  • Manage evaluation partnerships, including inter-agency relations within the UN, and collaboration with the Regional Office and Headquarters.
  • Contribute to the design and effective conduct and uptake of evaluations.
  • Ensure that the UNEG Norms and Standards for evaluation as well as UNICEF evaluation coverage benchmarks and quality standards are upheld.
  • Guide teams to set priorities, strengthen data systems, and translate insights into meaningful action.
  • Lead the end-to-end evaluation process—from design to dissemination—ensuring excellence, timeliness, and real-world impact.
  • Manage complex evaluations, oversee expert teams, and champion evidence-based decision-making.
  • Strengthen evaluation capacity and partnerships across governments, UN agencies, and research institutions.
  • Foster collaboration, promote ethical standards, and advance national evaluation systems.
Required Experience
  • At least 8 years of professional experience in implementing equity‑focused evaluations and managing the evaluation function at national and international levels.
  • Experience assessing data limitations, identifying evidence gaps, and applying mixed or triangulated methods to support credible evaluation and learning.
  • Experience in development and/or humanitarian settings is required.
  • Proven experience in working with Research Methods, Statistics, Management, Consultation Skills, Partnership Building is required.
  • Proven experience in leading and managing evaluations that are of high relevance, quality, credibility, and use.
  • Proven experience demonstrating behavioural independence as well as solid consultation skills is required.
  • Proven experience working in diverse, low capacity country contexts, including providing hands on technical support to strengthen national evaluation and evidence systems, particularly in support of government counterparts and national institutions is required.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is an asset.
Qualifications
  • An Advanced University Degree in the social sciences, economics, public policy, statistics, or in research methods is required.
  • A degree or certification/accreditation in Evaluation is a significant advantage.
  • A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.

Languages Preferred
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is desirable.
