Overview

The Senior Planning, Monitoring & Evaluation and Reporting Officer will lead effective results and strategic planning, monitoring, reporting, communication and evaluation for the Maternal and Newborn Health Fund and other programmatic areas of the Country Programme Document.


Key Responsibilities
  • Provide strategic guidance in planning of the Maternal and Newborn Health Fund’s annual allocation.
  • Contribute to annual planning, mid-year and end-year reviews with partners and reporting for the UNFPA’s Global Maternal and Newborn Health Funds.
  • Support technical, operational, and logistic aspects of the implementation of the MNHF approved work plan allocation.
  • Contribute to developing quality M&E frameworks including the costed monitoring and evaluation plan for MNHF.
  • Provide relevant inputs to the formulation of United Nations Sustainable Development Cooperation Framework.
  • Contribute to developing and quality control of annual and multiyear results plans for the MNHF.
  • Support developing workplans to operationalise the results.
  • Facilitate and substantively contribute to the development of field monitoring plans and quality assurance processes.
  • Facilitate generation of evidence and lessons to support evidence-based planning and programming.
  • Provide technical guidance and oversee monitoring and tracking of results against programme/ country/ regional level targets and UNFPA Strategic Plan.
  • Contribute to the office’s monitoring of the Annual Results Plans with focus on MNH fund/ Quality of Services output of the CPD.
  • Support the organization of annual reviews of the projects and programmes with the government, implementing partners, and other actors.
  • Facilitate the midterm reviews of the projects and programmes.
  • Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations.
  • Support collecting and analysing data and evidence including higher-level indicators and oversee regular data quality checks.
  • Actively participate and lead joint united nations joint results groups and other joint monitoring mechanisms.
  • Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring, etc.
  • Contribute to the implementation of the HACT assurance plans including the spot checks and monitoring visits, as well as follow up with Implementing Partners to implement recommended actions.
  • Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences.
  • Support the office with collecting quality quantitative and qualitative data to be used for donor reporting and other communication materials.
  • Compile and analyze data for projects and present analytical reports to inform reporting and decision making.
  • Develop quality results reports for MNH fund, both narrative and data reports.
  • Contribute to the office’s overall result-based reporting (donor reports and annual report) including the monitoring of corporate indicators and targets.
  • Support the office with effectively communicating results for both internal and external audiences.
  • Contribute to providing required results and data for producing external report such as United Nations Sustainable Development Cooperation Framework.
  • Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes.
  • Provide technical support to programmes in the implementation of the UNFPA Evaluation Policy.
  • Provide technical support to the development and implementation of costed evaluation plan in the country office/programme.
  • Contribute to the office’s evaluation processes and ensure that products in conformity with UNFPA Evaluation Policy and UNFPA evaluation quality standards.
  • Plan, implement and ensure the quality of any evaluations required by MNH fund/ program.
  • Provide guidance on the appropriateness and design of evaluations.
  • Contribute to the office’s dissemination of evaluation results and ensure results are incorporated in formulation and implementation of programmes.
  • Contribute to knowledge management and maintaining a culture of results.
  • Significantly contribute to the implementation of results-based management (RBM) principles and standards.
  • Provide technical support to implementing partners on strengthening capacity development on results-based management.
  • Promote interventions for utilizing results and demonstrate the adaptive management.
  • Identify, document with evidence/ data, and disseminate and use good practices, lessons and knowledge.
  • Support results communication in collaboration with relevant staff.
  • Coordinate development of management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations.
  • Carry out any other duties as may be required by UNFPA leadership.
Required Experience
  • At least 7 years of relevant national/international working in the area of monitoring, reporting, and evaluation including proven track-record in the design and implementation of comprehensive monitoring systems, preferably in the areas related to Maternal and Newborn Health, SRH, Gender-based violence/ protection, or Social Protection.
  • Experience with using data collection and analysis software and sound knowledge on indicators related to SRHR including Maternal and Newborn Health.
  • Experience in providing critical analysis of programme result frameworks, particularly with regards to internal logic and coherence between different level results (project; programme; country etc.); experience in RBM of a programme or project related to Maternal and Newborn Health is a strong asset.
  • Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience, are highly desirable.
  • Experience in managing evaluation of a project or programme using a mixed method approach.
  • Experience in planning, M and E in one of UNFPA transformative result areas is an asset.
  • Strong knowledge of programme formulation and implementation and Results Based Management.
  • Strong knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting.
  • Good knowledge of UN programme management systems.
  • Ability to provide policy advice and support to implementing partners.
  • Ability to interact with the government and other stakeholders, implementing partners, development cooperation partners, and donors.
  • Ability to synthesize program performance data and produce analytical reports.
  • Strong analytical and report writing skills (analytical writing skills) both in Portuguese and English.
  • Strong planning, goal setting, prioritization and organizational skills.
  • Ability to pay close attention to detail.
  • Good communication, networking, and negotiation skills.
  • Ability to work across geographical locations.
  • Excellent computer / information systems skills (Ms Access, Ms Excel, Ms Project, Ms Word, CsPro, SPSS, Stata, NVivo, kobo collect, powerbi).
Qualifications

Master's degree in Public Health (or Health Science), Gender studies, Health Policy, Statistics, Economics in Health, Population and Demography, and other relevant Social Science disciplines. Health-related educational background is a strong asset although not mandatory.
