Overview
Responsible for the development of ACT budget policy and short/medium/long range financial planning. Develops and prepares the ACT Annual Budget Estimates and Financial Data for the ACT Military Plan.
Key Responsibilities
- Assist the Budget Officer in performing assigned functions and assume those responsibilities in the former’s absence.
- Develops ACT Annual Military Budget and ICT guidance in accordance with Direction and Guidance (D&G) received from NATO HQ higher authorities.
- Develops, Screens, Analyses, and Consolidates ACT Entity and Programmes of Work (POW) for the Military Budget including all exhibits and justifications in accordance with NATO HQ Strategic and Budgetary D&G for the Budget Book Submissions.
- Prepares and consolidates all Military Budget Programme Data Sheets by Common Funded Capability Framework (CFCF) to ensure coherence with D&G.
- Coordinates with STRATMAN to ensure submissions are in accordance with ACT Strategic Vision and within NATO Contribution Ceilings.
- Coordinates actions in resultant prioritisations of Consolidated NMA Impact Statements (CNIS) for the Five Year Medium Term Resource Plan (MTRP).
- Manage development and review of all ICT Entity and Programme of Work requirements for screening by Working Group of National Technical Experts (WGNTE) and IS NOR for coherence and continuity with the final ACT Military Budget Submissions.
- Maintain and provide access to all Financial Planning data and supporting documentation connected with the ACT Military Budget Estimates.
- Represents the ACT Financial Controller and Budget Officer at the NATO HQ screening of the ACT Military Budget Submissions.
- Serves as the Budget section liaison to ACT Legal and handles all budget inquiries related to MOUs/MOAs.
- Authority to execute Budget Transfers in accordance with NATO Financial Regulations up to EFL Level C.
Required Experience
- University Degree in finance, accounting, business administration, economics, public administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Extensive experience in planning, programming, budgeting and executing resource allocations (comptrollership).
- Knowledge and/or experience working with international accounting and auditing standards.
- Knowledge and/or experience in public accounting, budgeting, banking or funds management.
- Ability to make oral presentations to an international audience formally or informally.
- Formal on-the-job training in finance, budgeting or accounting in an international environment
- Previous Staff experience at large HQ, Joint Command, NATO HQ or MOD is required.
- Wide experience in office communication and information systems.
- High level of organizational, coordination and communication skills.
- Advanced capability in managing and analyzing large, multi source datasets using Excel (Power Query, Power Pivot), including data integration, transformation, validation and quality assurance.
- Proven ability to translate complex financial and programme data into clear, decision focused executive level analysis, insights, reports and dashboards for senior military and civilian leadership.
- Experience in international organization financial operations.
- Practical knowledge of military organization missions, functions, and operations.
- Experience in purchasing and contracting.
- Familiarization with the Oracle Financial/Planning applications.
- Business experience outside the continental United States that uses foreign currencies.
