Overview

Advises the High Commissioner on national minorities and related matters, contributing to conflict prevention and the integration of diverse societies.


Key Responsibilities
  • Advising the High Commissioner on national minorities and other matters in his/her area of responsibility, as well as on the development of the High Commissioner's thematic work and project activities.
  • Analyzing information related to national minorities in the assigned geographic region, identifying issues that should be addressed, including thematic priorities, and formulating recommendations.
  • Advising the High Commissioner on participation and the course of action to be taken in a particular situation.
  • Preparing briefing papers, speaking notes and background information in advance of High Commissioner's visits and accompanying the High Commissioner on official visits as principal adviser.
  • Monitoring political and social developments, and preparing comprehensive analyses, notes and reports for the High Commissioner.
  • Providing input to HC speeches and, in consultation with the relevant project officers, identifying areas, where project activity can contribute to the fulfillment of the High Commissioner's mandate.
  • Establishing and maintaining contacts with international organizations, OSCE field operations and institutions with regard to national minority issues.
  • Representing the HCNM at seminars, conferences and meetings concerned with political, social and other issues relating to national minorities.
  • Performing other related duties as required.
Required Experience

A minimum of seven years (nine years with a first-level university degree) of progressively responsible professional experience in dealing with minority issues and human rights, international relations, public administration or other related fields, including three years at the international level.

Qualifications

Second-level university degree in Political Science, International Relations, International Law, Sociology or other related fields.

Languages Preferred
knowledge of local languages spoken in the assigned geographical area and/or other OSCE working languages, is an asset
