Overview
The consultant will serve as a catalyst for reform by aligning ministerial strategies, institutionalizing change management, and providing senior-level leadership for priority reforms.
Key Responsibilities
- Aligning ministerial strategies and operations to national priorities;
- Institutionalizing change management and growth mindset approaches;
- Providing senior-level change management leadership for priority reforms, including EMIS, STEAM, e-Government, and productivity initiatives.
- Strengthening data-driven planning and performance systems, particularly through EMIS;
- Building enduring transformation capacity within MCWBE and allied institutions; and
- Support effective adoption and utilization of digital systems to enhance planning, reporting, and service delivery.
Required Experience
Senior level experience in public sector reform, institutional transformation, and performance management with a minimum of 10 years of service.
Qualifications
An advanced university degree (Masters) in one of the following fields: Public Policy, Education Management, Information Systems, Change Management, or related field
