Overview

The Logistics Officer (Funds Management & Commodity Accounting) will support the effective planning, management, and oversight of funds utilization and commodity accounting activities, ensuring compliance with WFP corporate procedures, donor requirements, and internal controls.


Key Responsibilities
  • Coordinate corridor-level budget design, grant setup, and issuance of PFIs for IPO creation and WINGS budget setup.
  • Monitor and manage logistics funds, including transport, storage, handling, and related costs.
  • Raise and manage Fund Reservations across the Supply Chain.
  • Monitor fund utilization in compliance with IPSAS and WFP financial policies.
  • Track expenditure against budgets, identify variances, and support corrective actions.
  • Produce periodic and ad hoc financial and operational reports.
  • Review and validate transport service provider invoices and other logistics-related payments.
  • Oversee the end-to-end commodity accounting process, ensuring accurate, complete, and timely data entry in LESS and other corporate systems.
  • Reconcile physical stock balances with system records through regular stock counts and verifications.
  • Provide technical guidance to Country Offices on correcting data irregularities and resolving discrepancies.
  • Prepare and submit periodic commodity accounting and funds utilization reports.
  • Ensure proper documentation, verification, and archiving of all commodity accounting and funds management records.
  • Lead and support training initiatives on LESS and related systems.
  • Coordinate with cooperating partners, transporters, warehouses, and internal WFP units.
  • Contribute to operational planning, budgeting, and forecasting processes.
  • Support audit processes by ensuring that third-party inventory findings are addressed.
Required Experience

At least one (01) year of postgraduate professional working experience in supply chain management including funds management and/or commodity management. Additional years of experience are highly desirable. Understanding of WFP operations in the Haiti is an advantage. Experience in data management, analysis, evaluations, and assessments.

Qualifications

A university degree in Logistics, Procurement, Economics, Engineering, Accounting, Business Administration, or a related field.
