Overview

The Supply Chain and Procurement Delegate will coordinate and support country-level procurement services to ensure timely and quality delivery of logistics and procurement services in emergency operations, focusing on international procurement and supply chain activities for the IFRC Iran Delegation.


Key Responsibilities
  • Continuously update supply chain plans to identify effective delivery options.
  • Coordinate with the IFRC team in Iran and National Society Supply Chain Services for integrated and sustainable supply chain services.
  • Manage supply chain risks, including importation requirements for Iran and risk registers.
  • Ensure efficient supply chain mobilization.
  • Manage donor relations for in-kind donations.
  • Monitor international transportation, sourcing, and operations, resolving potential delays.
  • Manage information flow and consolidate supply chain reporting.
  • Liaise with Turkish Kizilay and other National Societies for supply chain facilitation.
  • Carry out operational and tactical procurement for Iran.
  • Provide procurement support for the development of procurement strategies.
  • Ensure best sourcing strategies are used in collaboration with GHS&SCM Units.
  • Provide guidance on procurement matters to in-country National Societies and IFRC partners.
  • Ensure procurement activities comply with IFRC procedures, regulations, and standards.
  • Plan, coordinate, and organize country-level IFRC procurement activities.
  • Negotiate with key suppliers for goods and services.
  • Research market intelligence and maintain supplier databases.
  • Liaise with field-level operational partners and governmental bodies.
  • Maintain and communicate data of procured goods, services, and registered suppliers.
  • Ensure procured goods and services comply with IFRC regulations and quality standards.
  • Support the establishment of National FAs and implementation of regional/global FAs.
  • Provide procurement advice and technical support to other country-level IFRC functions.
  • Support and train national procurement staff, volunteers, and National Societies.
  • Support NS in managing, evaluating, and reporting upon procurement activity.
  • Ensure compliance with donor and audit requirements.
Required Experience
  • At least 3-5 years professional procurement experience.
  • 1-2 years in the field.
  • Proven experience in service provision, commercial sector, and effective customer relations.
  • Red Cross/Red Crescent knowledge and experience.
Qualifications
  • A university degree in Supply Chain Management or a combination of relevant education and substantial experience.
  • Preferred: Professional qualification in logistics, supply chain, procurement, etc. IMPACT or equivalent knowledge.

• Good command of another IFRC official language (French, Spanish or Arabic).
