Overview

The Operations Specialist will lead the operations of the UNDP Stabilization Facility Service Centre Nigeria, ensuring compliance with internal control frameworks and UNDP rules and regulations. The role focuses on optimizing delivery through effective operational services and financial management.


Key Responsibilities
  • Oversee operations of the Facility Service Centre for optimized delivery.
  • Develop tools and monitoring systems for operational services.
  • Ensure coordination with programme staff and address operational obstacles.
  • Oversee procurement, human resources, finance, logistics, and administration processes.
  • Act as Audit focal point for the Service Centre.
  • Collaborate with UNDP Nigeria CO Operations Units.
  • Oversee application of operational policies for project implementation.
  • Develop operational and procurement work plans/budgets.
  • Clear agreements for working with partners.
  • Review operational policies and advise on improvements.
  • Oversee administrative support to staff.
  • Ensure effective financial resource and procurement management.
  • Implement internal controls and financial recording/reporting.
  • Monitor financial delivery against work plans.
  • Prepare procurement strategies and annual procurement plans.
  • Manage assets and ensure timely handover.
  • Build capacity of counterparts and national staff.
  • Prepare recruitment strategies and job descriptions.
  • Support recruitment processes and HR unit collaboration.
  • Ensure overall management of administrative issues.
  • Lead knowledge building and sharing initiatives.
  • Supervise Service Centre/Operations staff.
Required Experience
  • A minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) relevant work experience.
  • At least 5 years of similar senior experience of operational management of projects or programmes.
  • At least 2 years of relevant experience in crisis/post conflict countries is required.
  • Experience of sustaining high level professional relations with Government officials is desired.
  • Substantive project operational management experience, including detailed working knowledge of human resources, procurement, ICT, finance, project management, asset management and logistics is required.
  • Extensive expertise in procurement is of specific importance is desired.
  • A sound track record of experience in an international setting with the UN or with international organisations, or similar context is desired.
  • Experience in the Africa region is an advantage.
  • Good knowledge of UNDP ERP system (Quantum) is desirable.
  • Practical familiarity with UNDP project management principles and practices is desired.
Qualifications
  • Advanced University Degree (Masters or equivalent) in Business Administration, Operations Management, Procurement, Social Sciences, International Development, Economics or related fields.
  • Or A first-level university degree (Bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience.
