Overview

The Safety & Security Officer will oversee and monitor the safety and security environment and staff movement in Haiti, contributing to the global security strategy and promoting a culture of security.


Key Responsibilities
  • Oversee and monitor the safety and security environment and staff movement.
  • Contribute to, promote, and implement the global security strategy, policies, and guidelines.
  • Promote a culture of security among staff.
  • Monitor and analyse the security context in Haiti.
  • Facilitate the sending of alerts and support the decision-making process.
  • Participate in security management activities.
  • Oversee movement planning and tracking.
  • Collaborate with relevant stakeholders to ensure smooth and secure operations.
  • Assist in the development and enforcement of security policies, procedures, and protocols.
  • Participate in risk assessments and identify security risks and vulnerabilities.
  • Participate or collaborate in Security and/or Access clusters if requested.
  • Ensure and monitor movement/travel/missions of the whole mission.
  • Assist in delivering security awareness training to staff members.
  • Ensure and update communication trees and plans for communication in emergencies.
  • Support deployment for Security Assessments and Security Management during emergencies.
  • Undertake security & safety, as well as logistics assessments.
  • Work with National Security area, internal and external stakeholders, including UN and interagency forums.
  • Assist in gathering information for SITREPS and security-related alerts and advisories.
  • Participate in field missions if requested and necessary to assist in security.
  • Provide recommendations in the context of security assessments and reviews.
  • Assess the application of security policies and facility vulnerability.
  • Coordinate the proper use of telecommunications systems.
  • Support the implementation of the security training plan for all staff and partners.
  • Ensure Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are embedded.
Required Experience
  • Working experience in safety and security advisory and/or logistics role in a complex political-humanitarian crisis.
  • Experience in the use of GPS systems and geolocation on maps.
  • Experience in the use of satellite equipment.
  • Proven ability to be flexible and work well under pressure in fast-paced team environments.
  • Basic knowledge of humanitarian access strategies.
  • Knowledge of Haitian security and political context.

Languages Preferred
• Haitian Creole and English (preferred). • Spanish is a plus.
