Overview
The Shelter and Settlement Technical Specialist (Infrastructure and WASH) provides specialist technical oversight and support for large-scale Infrastructure, WASH, and energy interventions within the Shelter, WASH & Infrastructure sector.
Key Responsibilities
- Roll out, apply, and continuously improve technical guidance, tools, SOPs, and templates for infrastructure and WASH programming.
- Identify gaps and lead the development of new materials for infrastructure and WASH programming.
- Design and deliver training and mentoring programmes for programme staff on technical standards.
- Identify opportunities to expand Infrastructure and WASH programming to new geographic areas.
- Contribute to concept notes, proposals, and donor reports by providing technical input.
- Provide engineering technical guidance for ongoing programming.
- Provide expert technical guidance on large-scale and complex Infrastructure, WASH and energy interventions.
- Support programme teams to ensure efficient and effective delivery of activities.
- Develop comprehensive procurement packages for specialist contractors.
- Support the harmonization and standardization of shelter team interactions with supply chain and finance teams.
- Travel regularly to engage with programme teams, provide on-site technical support, and monitor programming.
- Engage with MEAL focal points to ensure robust monitoring, evaluation, and quality assurance processes.
- Provide technical guidance and inputs into contracts, scopes of work, and programme implementation documents.
- Develop and review project technical documents.
- Contribute to project tracking, donor reporting, and lessons learned documentation.
- Support the development of strong, technically sound proposals and concept notes.
Required Experience
- Minimum 5 years of practical experience in structural or civil engineering, with demonstrated experience in large-scale infrastructure and/or WASH projects in Ukraine.
- Experience in managing or overseeing large-scale public infrastructure rehabilitation, including public buildings and WASH systems.
- Experience working with national partners, local/government authorities, and UN organizations or clusters in Ukraine.
- Experience working for an international NGO (desirable).
- Experience developing technical guidance, tools, and training materials, and in delivering capacity building to programme staff (desirable).
Qualifications
Degree in structural or civil engineering (Ukrainian state certification a strong asset).
