Overview
Consultant to evaluate the design, implementation, results, and sustainability of the SAM4SRHR programme, focusing on the Social Accountability Monitoring (SAM) model and the MobiSAfAIDS digital platform.
Key Responsibilities
- Assess the extent to which the SAM4SRHR programme has empowered adolescents and young people to participate in social accountability processes and hold health service providers accountable.
- Examine the effectiveness of the MobiSAfAIDS platform and SAM processes in identifying service delivery gaps and improving dialogue between youth and the health system.
- Analyse the equity and inclusiveness of the programme, considering vulnerability factors.
- Assess the quality, reliability, and use of data generated through the SAM4SRHR model.
- Examine the institutionalization and sustainability of the SAM4SRHR model.
- Generate actionable recommendations to strengthen the SAM4SRHR model and inform future scale-up.
Required Experience
- ≥10 years evaluation experience
- Leadership in multi-stakeholder projects
- 5–7 years’ experience in evaluation design and implementation
- Skilled in qualitative and quantitative methods
- Expertise in adolescent health, participation, SRH, gender, equity, and child rights
- Experience engaging marginalized youth ethically
- Experience in data management and analysis
- Familiarity with health/digital monitoring platforms
- Ability to disaggregate data by age, sex, disability, and vulnerability factors
- Experience working with UNICEF, ESARO, or similar UN agencies
- Knowledge of the Eswatini health system, Ministry of Health policies, and youth programmes
- Demonstrated ability to engage stakeholders
- Experience producing knowledge products and dissemination materials
Qualifications
Advanced university degree (Master’s or higher) in public health, social sciences, international development, evaluation, or related field.
