Overview
The consultant will conduct a desk study to evaluate the contribution of HCFC phase-out management plans to policy development and national strategies for Montreal Protocol compliance. The findings will inform the replication of good practices in project design and implementation.
Key Responsibilities
- Collect, review, and analyze project and policy documentation.
- Prepare an inception paper including methodological design.
- Synthesize and assess data to develop an advanced draft of the desk study.
- Consolidate supportive data, figures, tables, infographics, questionnaires, and data collection tools.
- Present findings and discuss the advanced draft.
- Prepare the final draft of the desk study, integrating comments.
- Address evaluation questions and potentially produce a draft inception paper for a second phase, including a tentative budget.
Required Experience
- A minimum of ten (10) years of professional experience in evaluation and/or implementation of Montreal Protocol and its Multilateral Fund-related projects and programmes is required.
- Experience in the design, implementation and/or evaluation of projects with low-GWP alternative technologies to HCFCs is desirable.
- Knowledge of the implementing agencies technical assistance modalities and of the functioning of the national ozone units is desirable.
- Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable.
- Familiarity with gender-sensitive evaluation is desirable.
Qualifications
- An advanced university degree (Master’s degree or equivalent) in economics, environmental and social sciences, environmental engineering, sustainable development, evaluation or a related field is required.
- A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
