Overview

The Finance and Budget Officer will be responsible for managing Umoja/Integrated Planning, Monitoring and Reporting (IPMR) system processes, coordinating implementation activities, and providing support for budget preparation and administration within the Office of the High Commissioner for Human Rights (OHCHR).


Key Responsibilities
  • Act as local expert on Umoja/IPMR system processes and coordinate related implementation activities.
  • Establish, manage, and resolve Umoja/IPMR solution risks and issues.
  • Perform change management activities related to process changes.
  • Review and analyze data for cost estimates and budget proposals.
  • Provide support to managers for budget submissions and resource requirements.
  • Advise programme-project managers on project development, budget planning, monitoring, and reporting.
  • Provide technical support for budget review and assist in securing approvals.
  • Monitor and control regular budget and extrabudgetary allotments.
  • Monitor budget implementation and recommend reallocation of funds.
  • Monitor expenditures to ensure they remain within authorized levels.
  • Guide user groups in project budget planning and logical framework elements.
  • Review requisitions for goods and services to ensure correct expenditure objects and fund availability.
  • Administer and monitor extra-budgetary resources, ensuring compliance with regulations.
  • Prepare budget performance submissions and financial performance reports.
  • Provide technical support to legislative bodies and prepare responses to audit queries.
  • Keep up-to-date on documents and guidelines related to programme and peacekeeping budgets.
  • Monitor and supervise the work of subordinate staff as required.
  • Perform other related duties as assigned.
Required Experience
  • A minimum of 5 years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
  • Experience in finance management and budget formulation in the public sector, some of which at the international level is required.
  • Experience in programme and project management processes, including experience in multi-stakeholder initiatives and results-based management is required.
  • 2 years or more of experience in data analytics or related area is desirable.
  • Experience in funds management and financial processes using an Enterprise Resource Planning (ERP) and an Integrated Planning, Management and Reporting (IPMR) system is desirable.
  • Experience in preparing complex financial reports to institutional donors such as the European Union is desirable.
  • Experience in conducting instructor-led training is desirable.
  • Experience within the United Nations system or similar international organization is desirable.
Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
