Overview
The Finance and Budget Officer, P3 is responsible for budget preparation, administration, and financial management within the United Nations Mission for the Referendum in Western Sahara (MINURSO).
Key Responsibilities
- Reviews and analyses data for cost estimates and budget proposals.
- Provides support to managers for resource requirements.
- Reviews and provides input into programme budget proposals and financial implications.
- Monitors budget implementation and recommends reallocation of funds.
- Monitors expenditures and flags deviations.
- Administers and monitors extra-budgetary resources.
- Prepares budget performance submissions.
- Reviews and makes recommendations on budget performance reports.
- Analyses accounts and reviews financial reports for accuracy and compliance.
- Resolves problematic transactions and irregularities.
- Reviews and reconciles clearing and General Ledger accounts.
- Investigates erroneous/invalid entries and takes corrective accounting action.
- Approves/Confirms obligations or expenditures are in accordance with regulations.
- Ensures accounting, reporting, and internal control systems are in place.
- Assists in the preparation and consolidation of financial statements.
- Provides training, advice, and guidance on financial regulations and procedures.
- Interprets requirements for processing transactions.
- Collects, reviews, and interprets financial data.
- Keeps up-to-date on documents and guidelines related to budgets.
- Keeps up-to-date on current financial regulations and principles.
- Identifies opportunities for process improvement.
- Monitors and supervises staff work as required.
- Performs other related duties as assigned.
Required Experience
- A minimum of five years of progressively responsible professional experience in accounting, finance, budget, financial analysis and reporting, business administration or a related area is required.
- Experience with preparation of a complete budget proposal for a field-based mandate implementation, encompassing a Result Based Budgeting programmatic framework, planning assumptions, personnel and non-personnel requirements and resource analysis is required.
- Experience in supervising and managing a team is required.
- Experience with providing financial services and budget management for an international organization in a field-mission type of environment is required.
- Experience with financial systems and financial modules of ERP such as SAP is required.
- Experience in data analytics or related area is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or related field is required.
- A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- A Certified Public Accountant (CPA) or similar recognized professional designation is desirable.
