Overview

Provide high-level strategic technical and advisory support and policy guidance within the scope of UNESCO’s role as Co-Grant Agent under the Lebanon System Capacity Grant.


Key Responsibilities
  • Provide high-level strategic advisory support to UNESCO on education sector reform and transformation, leading the development and implementation of the GPE Partnership Compact.
  • Lead strategic and technical engagement with the GPE Secretariat, development partners, government counterparts and national stakeholders.
  • Provide technical leadership and quality assurance for the identification, prioritization and sequencing of sector reforms.
  • Ensure strategic coherence and alignment between ESA findings, ESP priorities, Vision 2030, and Compact reform commitments.
  • Lead on discussions with government counterparts, partners and donors on education sector financing strategies and resource mobilization efforts.
  • Lead the preparation of strategic policy briefs, analytical papers, and recommendations.
  • Identify strategic opportunities, institutional bottlenecks, and systemic risks.
  • Provide strategic leadership and technical oversight support UNESCO in strengthening the LEG.
  • Lead the development, institutionalization, and continuous improvement of LEG governance architecture.
  • Lead quality assurance mechanisms and strategic approaches for elevating LEG discussions.
  • Lead high-level engagement and policy dialogue with MEHE leadership, development partners, UN agencies, donors, civil society organizations, and other key stakeholders.
  • Provide strategic guidance for the harmonization and strengthening of sector coordination mechanisms and technical working groups.
  • Ensure alignment of partner investments and donor-funded programmes with the GPE Partnership Compact, national education priorities, Vision 2030, and broader sector reform architecture.
  • Conduct strategic analysis of the political economy, institutional landscape, and reform environment.
  • Represent UNESCO, as required, in high-level national and international forums.
Required Experience

Professional experience of at least 10 years, relevant to the field of education or international development; Knowledge about GPE and education and its challenges and issues in Lebanon; Directly relevant professional experience in Lebanon is an asset, especially in strategic advisory positions or ranks; Proven capacity to provide strategic resource mobilization efforts; Experience in building and maintaining partnerships; Familiarity of work with UNESCO and UN agencies is an asset.

Qualifications

A minimum of a Masters degree in Education or Social Sciences (Political Sciences, Development Studies, Sociology etc.), or a higher academic qualification.
