Overview

This role involves conducting an end-of-project evaluation for a UN Women and UNDP project focused on women's leadership and political participation in South Sudan's transitional period. The evaluation will assess the project's relevance, effectiveness, efficiency, coherence, sustainability, catalytic value, and contribution to peacebuilding outcomes.


Key Responsibilities
  • - Assess Strategic Relevance of the project.
  • - Assess Contribution to Peacebuilding Outcomes.
  • - Assess Effectiveness of Intended Outcomes.
  • - Assess Efficiency and Implementation Strategy.
  • - Assess Sustainability and Institutional Strengthening.
  • - Assess Catalytic Effect of PBF Funding.
  • - Assess Localization and Inclusion.
  • - Generate Lessons and Recommendations (maximum 10).
  • - Refine evaluation questions and detail the methodological approach in an Inception Report.
  • - Conduct field data collection and analysis.
  • - Prepare a Draft and Final Report, including an Executive Summary and a one-pager on achievements and lessons learned.
  • - Develop a communication product highlighting key achievements and lessons learned.
Required Experience
  • Minimum 7 years’ experience in community security, conflict prevention, peace building and reconciliation, governance, inclusive participation, gender mainstreaming, and human rights promotion.
  • Extensive experience in conducting project or program evaluation in conflict-affected settings, using mixed methods of research and participatory, gender- and youth-sensitive data collection approaches.
  • Knowledge of the peacebuilding and political context in South Sudan or the East African Region.
  • Demonstrable experience with the United Nations and its Agencies, Funds and Programmes, with familiarity with the PBF being a strong advantage.
Qualifications

• Advanced university degree (master’s degree or equivalent) in sociology, development studies, political science, law, peace and conflict studies, international relations, public administration, or another related field.
