Overview

Develop a national open data policy for Libya by providing advisory services to the General Information Authority (GIA).


Key Responsibilities
  • Propose a detailed version of the open data policy.
  • Review national digital documents, existing policies, and strategies in Libya.
  • Review regional and international best practices for open data policies.
  • Identify national stakeholders, conduct interviews, and prepare meeting minutes.
  • Contribute to sectoral workshops.
  • Prepare the policy based on best practices, gap analysis, and national needs.
  • Present the draft report in a national workshop and capture feedback.
  • Update the draft proposal based on received feedback.
Required Experience
  • At least 5 years of professional experience and research in the domain of digital technologies.
  • Previous experience in the delivery of research papers is desirable.
  • Previous experience in the development of digital plans is desirable.
  • Previous experience with open data policies and frameworks is desirable.
Qualifications
  • A Master's degree in ICT, technology, engineering, computer science or a related field is required.
  • A Ph.D. degree is desired.
