Overview
Develop a national open data policy for Libya by providing advisory services to the General Information Authority (GIA).
Key Responsibilities
- Propose a detailed version of the open data policy.
- Review national digital documents, existing policies, and strategies in Libya.
- Review regional and international best practices for open data policies.
- Identify national stakeholders, conduct interviews, and prepare meeting minutes.
- Contribute to sectoral workshops.
- Prepare the policy based on best practices, gap analysis, and national needs.
- Present the draft report in a national workshop and capture feedback.
- Update the draft proposal based on received feedback.
Required Experience
- At least 5 years of professional experience and research in the domain of digital technologies.
- Previous experience in the delivery of research papers is desirable.
- Previous experience in the development of digital plans is desirable.
- Previous experience with open data policies and frameworks is desirable.
Qualifications
- A Master's degree in ICT, technology, engineering, computer science or a related field is required.
- A Ph.D. degree is desired.
