Overview
Develop a digital transformation framework for the Land Transport Authority (LTA) in Libya, focusing on modernizing its main divisions and services through technology and innovation.
Key Responsibilities
- Review national digital documents, policies, and strategies in Libya.
- Review regional and international best practices in Digital Transformation Strategies and policies.
- Identify national stakeholders, conduct interviews/meetings, and assess LTA's institutional digital maturity, business processes, and data governance.
- Contribute to sectoral workshops.
- Prepare a digital transformation strategy with a phased implementation roadmap and change management component.
- Present the draft report in a national workshop and capture feedback.
- Update the draft proposal based on received feedback.
Required Experience
- At least 5 years of professional experience and research in the domain of digital technologies.
- Previous experience in transport topics.
- Previous experience in the delivery of research papers is desirable.
- Previous experience in the development of digital plans is desirable.
Qualifications
- A Master's degree in ICT, technology, engineering, computer science or a related field is required.
- A Ph.D. degree is desired.
