Overview
The Consultant will support the implementation of interventions at national and sub-national levels to ensure agreed strategic interventions are implemented in line with the 2030 Agenda, ICPD Programme of Action, UNFPA Strategic Plan, UN Pacific Strategy, UNFPA multi-country Programme, and the national development agenda.
Key Responsibilities
- Assist in the development and implementation of Programme delivery and provide in-country support for operational activities.
- Contribute to continuous monitoring and follow-up of all activities, finalizing queries, questionnaires and summarizing reports.
- Support monitoring of tasks assigned to country offices and provide overall support to the office.
- Support provision of quality inputs to reporting, including for implementing partners and UNFPA/donor reporting.
- Support the monitoring of project expenditures and disbursements to ensure delivery is in line with approved budgets.
- Assist with coordination of quarterly meetings with implementing partners and carry out monitoring missions.
- Support training needs of counterparts by establishing collaborative relationships.
- Contribute to monitoring and reporting on reproductive health commodity security support and requirements.
- Assist in the preparation of national and regional events.
- Provide clarifications to implementing partners and UNFPA Programme finance staff on operational guidelines.
- Support drafting background project papers/briefing documents, proposals, statements, talking points and reports.
- Analyze, appraise and review incoming documents, correspondence.
- Liaise between the country presence office and other offices of UNFPA and UN sister agencies.
- Support management of initiatives to improve capacity to deliver support on population and reproductive health-related issues.
- Contribute to synthesis and sharing of best practices and lessons learned.
- Contribute to the development of communications products and materials.
- Serve as Focal Point for particular thematic areas and keep abreast of new policy developments.
- Support the analysis and interpretation of the political, social and economic environment relevant to UNFPA mandate.
- Coordinate and maintain close communication with all organizational units on issues and activities related to the particular thematic area.
- Support policy development in collaboration with Governments and other strategic partners.
- Support the development of partnerships with sister UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
- Contribute to analysis and research information on donors, identify opportunities for initiation of new projects.
- Support and work effectively in coalitions, networks ensuring the quality of Programme/project design.
- Provide day-to-day support to the country offices and sub-regional office management needs.
- Perform other duties assigned related to Programme support, knowledge exchange and strengthening relations between UNFPA and its counterparts.
- Carry out any other duties as may be required by UNFPA Senior Management.
Required Experience
- Minimum of four (4) years of progressive responsible professional experience in a Programme and national capacity development environment and/or international development is required.
- With a master’s degree, 2 years of relevant work experience and with a license, 3 years of relevant work experience may be considered.
- Experience in advocacy and knowledge management in the duty station and in international cooperation.
- Proven track record of teamwork and ability to coordinate inter-agency collaboration.
- Sound knowledge of the social and cultural realities of the region and skills in interpersonal and cultural relationships.
- Strong research and analytical skills with field experience is an asset.
- Substantive knowledge and practical experience in population, reproductive and sexual health programming is strongly desired.
- Previous experience with UN is an asset.
Qualifications
• An Undergraduate University Degree (Bachelors) in Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, Medicine or related field is required.
