Overview

Support the Director in implementing strategic and operational objectives and work plans for the Human Resources Services Division. The role involves reviewing documents, drafting outputs, and providing advice on human resource issues.


Key Responsibilities
  • Support the Director in the implementation of the Division's strategic and operational objectives and work plan; exchange information on behalf of the Director as required, with clients in the United Nations Secretariat, including field operations;
  • Review relevant documents, reports and emails; identify problems and human resources issues to be addressed and proactively initiate corrective actions; liaise with relevant parties; ensure follow-up action on individual cases;
  • Draft written outputs, e.g., briefing notes, talking points, presentations and substantive correspondence for senior United Nations officials on the full range of policy and practical issues related to international and national personnel in the Secretariat (e.g. conditions of service, administration of justice, recruitment, mobility and career development);
  • Undertake evaluation and survey initiatives related to human resources management; design data collection tools; review; analyze and interpret responses; identify problems/issues and prepare conclusions;
  • Provide substantive backstopping to consultative and other meetings, conferences etc., proposing agenda topics, identifying participants, preparing documents and presentations, etc.;
  • Provide substantive support to the elaboration of resource requirements for budget submissions and with regard to the preparation of budget submissions to legislative bodies; Administer and monitor budget implementation, as well as extra-budgetary resources, including review of agreements and cost plans, ensuring they remain within authorized levels and in compliance with applicable regulations and rules and established policies and procedures;
  • Provide advice on human resource issues to the Director, including on specific situations and individual cases concerning staff;
  • Undertake other reporting or administrative tasks as required by the Director or the Administrative Officer.
Required Experience
  • A minimum of five years of progressively responsible experience in programme or project management, administration or related area is required.
  • Experience in a front office environment, including support to a senior official or high-level manager is required.
  • Experience in budget planning and monitoring in human resources context in the United Nations, or a similar international organization is required.
  • Experience in data/business analytics or related area is desirable.
  • Experience supporting the field/regional operations in an international environment is desirable.
  • Experience with an ERP system, such as Inspira, Umoja or other similar systems is desirable.
Qualifications

An advanced university degree (Master's degree or equivalent degree) in business administration, management, economics, or a related field. A first-level university degree, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
