Overview

The Business Process Analyst will provide development services and products related to the digital transformation of social protection in Moldova, ensuring the highest quality and standards for national and local counterparts.


Key Responsibilities
  • Provide technical expertise for the phased development of the eSocial digital case management module.
  • Support the development of the second-level case management system.
  • Contribute to Terms of Reference for future case management iterations and define analytical reporting frameworks and dashboards.
  • Facilitate the integration of external IT systems into eSocial.
  • Collaborate with the Development Unit and Product Analysts to translate institutional needs into functional requirements.
  • Provide oversight for the digitised documentation of social services.
  • Oversee the identification and analysis of technical system issues and translate operational challenges into change requests.
  • Synthesise stakeholder feedback and user proposals into system enhancements.
  • Architect and implement operational governance frameworks for the eSocial system.
  • Manage communication and cooperation between MLSP, RESTART team, and relevant institutions.
  • Contribute to the design of capacity-building curricula and deliver training.
  • Cultivate and maintain linkages with project beneficiaries.
  • Facilitate knowledge and capacity building, knowledge sharing and advocacy.
  • Maintain an advanced knowledge base in the digitalisation of public services.
  • Identify, synthesise and document best practices and lessons learned.
  • Participate in knowledge networks and communities of practice.
  • Support the establishment of knowledge platforms and develop knowledge resources.
  • Promote resource sharing and information flow among beneficiaries.
  • Prepare thematic briefs for beneficiaries.
  • Promote advocacy on development trends and opportunities for collaboration.
Required Experience
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible relevant experience in assignments related to the assessment, re-engineering and/or design of services.
  • Experience in social protection, child protection, employment, digital transformation, institutional development.
  • Experience in the use of computers, office software packages and web-based management systems.
  • Experience in providing technical or advisory support to public sector entities and governmental institutions.
  • Experience in working on interventions/projects in the ICT/digital transformation and/or digital inclusion area.
  • Experience in working, liaising, and collaborating with UN agencies, NGOs, civil society organizations, and public international organizations.
  • Experience in national-level reform environments, specifically in documenting and mapping business processes to support institutional transformation.
Qualifications

Advanced university degree (Master's degree or equivalent) in Social Sciences, Economics, Finance, Management, Business Administration, Law, IT/Computer Sciences, Engineering, or related field is required; or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Languages Preferred
Knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
