Overview
The Humanitarian Mine Action (HMA) Officer will support DRC’s team in Rakhine, focusing on community liaison, needs assessments, capacity building, and monitoring of partner organizations. The role aims to identify priority areas for HMA delivery and strengthen local actors' capacity to deliver explosive ordnance risk education.
Key Responsibilities
- Drafting training summaries and reports, including analysis of Pre/Post-test results.
- Submission of work plans and situation reports based on partner engagement.
- Contributing input for donor reports, project proposals, and ad hoc reports.
- Keeping a record of mine/ERW-related accidents and casualties.
- Coordinating with Finance and Supply Chain staff for procurement.
- Supporting the HMA Team Leader in EORE sessions, Community Mapping, and community-level survey activities.
- Leading on enumeration for surveys supporting prioritization of target locations and groups.
- Leading on enumeration supporting baseline/endline and KAP surveys.
- Contributing to the development and evaluation of Information, Education and Communication (IEC) materials.
- Checking and providing inputs on partners’ data collection and report writing.
- Delivering EORE Training of Trainers (ToT) sessions and coaching to CSOs and CFPs.
- Delivering training in accident reporting and assistance to survivors.
- Training CSO staff in the use of DRC’s information management software.
- Providing regular input with a quality management tracker, assessing capacity and technical support needs.
- Providing support and input to partners when preparing budgets and workplans.
- Taking a lead on referral and sharing information with internal & external agencies.
- Acting as line supervisor if needed.
Required Experience
- Minimum 2 years of similar position experience in INGO/UN projects, particularly in supporting / managing Humanitarian Mine Action or Protection projects.
- Demonstrated practical experience in delivering Training of Trainers.
- Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.).
- Excellent interpersonal and communication skills for external audiences (including governments and donors).
- Experience working in conflict contexts or humanitarian response.
- Experience working with Monitoring and Evaluation and work planning.
