Overview

The Construction Specialist is responsible for the coordination of construction activities under the Education Programme, including planning, procurement support, and site monitoring of construction works.


Key Responsibilities
  • Contribute to the development of the annual work plan for construction activities.
  • Coordinate Construction unit human and financial resources.
  • Supervise and coach unit staff.
  • Provide technical leadership in designing eco-friendly, energy-efficient school buildings and associated facilities.
  • Provide technical backstopping and support in construction project management to Programme/Operations sections and Government counterparts.
  • Assist Programme/Operations sections in construction project proposals, planning, and preparation of relevant terms of reference.
  • Develop and produce innovative cost-effective construction designs using local construction materials.
  • Ensure construction adheres to green building standards.
  • Prepare the scope of construction works.
  • Apply UNICEF norms and standards to construction projects.
  • Check technical documents related to construction.
  • Follow up with designing firms and government entities for obtaining permits.
  • Conduct environmental impact assessments.
  • Provide technical support to Supply section with preparation of LPA requests and CRC submissions.
  • Conduct surveys to identify potential construction companies and engineering firms.
  • Prepare terms of reference for establishing local Long-Term Arrangements for engineering services.
  • Prepare tender documents in relation to construction works and engineering services.
  • Support Supply section in organizing bidders' conference and site visits.
  • Conduct the evaluation of technical proposals received and prepare the evaluation report.
  • Provide support to Supply section on the analysis of financial proposals.
  • Conduct the kick-off meeting of construction works.
  • Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings.
  • Use effective monitoring and supervision tools.
  • Certify payments/variations and compile supporting documents.
  • Provide support to UNICEF Contract Administrator on contract management.
  • Participate in the partial, substantial, and final reception of works.
  • Prepare Contract Performance Evaluation.
  • Provide support to UNICEF Contract Administrator on contract close-out.
  • Prepare the final completion report and lessons learned.
Required Experience

Minimum 5 years of progressively responsible relevant experience in the field of education infrastructures with either the UN and/or NGO.

Qualifications

Advanced degree in civil engineering, construction engineering/architecture.

Fluency in French is a requirement.

A knowledge of English is an advantage. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language
