Overview
The Programme Analyst contributes to the formulation, implementation, monitoring, and quality assurance of the regional programme portfolio. The role involves programme analysis, development, finance support, and engagement with country offices and partners.
Key Responsibilities
- Supports regional programme formulation and implementation, including documentation and concept notes.
- Coordinates preparation of project documents, annual workplans, budgets, and proposals.
- Supports operational set-up, revisions, and closure of projects in Quantum.
- Prepares programme progress reports and briefing notes.
- Liaises with UNDP Country Offices and offers guidance.
- Supports organization of regional events and logistical arrangements.
- Maintains project repository and supports document management system.
- Provides administrative support to regional initiatives and onboarding of new team members.
- Ensures effective programme finance management and budget oversight.
- Serves as interface with IRH Operations and Finance colleagues.
- Provides programme finance advice to project managers and team leaders.
- Reviews and clears budget revisions for regional programme projects in Quantum.
- Monitors programme delivery and financial status, and flags risks.
- Reviews and compiles donor financial reports.
- Maintains internal expenditure control systems.
- Reviews supporting documentation for payments and reconciles financial data.
- Supports preparation of annual workplans and project budgets in Quantum.
- Tracks income and expenditure against the gender marker.
- Assists in preparation of audit materials and follows up on recommendations.
- Serves as IRH HACT Focal Point and supports HACT policy implementation.
- Contributes to partnership development and resource mobilization.
- Supports quality assurance of financing agreements and partnership instruments.
- Monitors and tracks contribution agreements and programme resources pipeline.
- Contributes to maintenance of programme knowledge management systems.
- Synthesizes lessons learned, good practices, and innovation.
- Supports development and delivery of trainings and learning materials.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international in project coordination and management or a closely related area at national or international level.
- Demonstrated experience in programme or project finance support, including budget planning, monitoring of delivery, preparation or review of financial reports, and working with ERP systems (such as Quantum or equivalent).
- Experience working across multidisciplinary teams and coordinating with project/program and operations colleagues.
- Proficiency in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, knowledge of spreadsheets, and web-based management systems such as ERP financials and database packages.
- Experience in the UN system, UNDP, or a comparable multilateral organization is a strong advantage.
- Familiarity with UNDP corporate tools and systems, including Quantum (ERP), SharePoint, and Power BI.
- Knowledge of the RBEC regional development context (Europe and Central Asia).
- Experience supporting donor reporting, resource mobilization, or partnership management.
Qualifications
Advanced University Degree (Master's) in International Development, Public Policy, Economics, Social Sciences, Political Science, or a related field is required; OR A first-level University Degree (Bachelor's) in a relevant field in combination with 2 additional years of qualifying work experience will be given due consideration in lieu of the advanced degree.
