Overview

The Senior Finance and Budget Assistant will be responsible for providing administrative and operational services related to financial administration for New York-based Secretariat client entities.


Key Responsibilities
  • Acts as Certifying Officers for travel and other commitments.
  • Undertakes reviews, analyses and preparation of the annual programme budget and its revisions.
  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to Senior Finance & Budget Officer with respect to budget reviews.
  • Provides input into the preparation of allotments, including redeployment of funds.
  • Monitors budget implementation/expenditures and recommends reallocation of funds.
  • Reviews and processes requisitions for goods and services.
  • Monitors extrabudgetary resources.
  • Assists in the preparation of budget performance submissions.
  • Assists in finalization of budget performance reports.
  • Monitors integrity of various financial data.
  • Verifies accuracy of input data.
  • Co-ordinates with other finance and budget staff.
  • Conduct technical review of accounting transactions.
  • Keeps up-to-date on documents/reports/guidelines on financial and budgetary matters.
  • Drafts or prepares correspondence to respond to enquiries.
  • Provides guidance, training and daily supervision to other general service staff.
  • Assists with the collection and analysis of data.
  • Assists with the review and drafting of Host Country Agreements, Contribution Agreements and Memorandums of Understanding.
  • Assists with the review of the departmental service level agreements.
  • Supports management during audits and reviews by oversight bodies.
  • Performs other related duties, as assigned.
Required Experience

A minimum of ten years of experience in finance, budget, accounting, administrative services or related area is required. Experience in using financial functions of Enterprise Resource Planning (ERP) system, such as Umoja, and other relevant software packages is desirable. Experience in management of extrabudgetary resources/trust funds is desirable. Experience in the United Nations system is desirable.

Qualifications

High school diploma or equivalent is required.
