Overview

The Associate Finance and Budget Officer is responsible for reviewing, analyzing, and finalizing programme plans and budget proposals, as well as administering and monitoring budgets and financial processes.


Key Responsibilities
  • Reviews, analyses and finalizes the preparation of the programme plan and its revisions.
  • Provides advice and support to intergovernmental and expert bodies in their review of the programme plan.
  • Ensures legislative mandates are accurately translated into programme budgets.
  • Reviews, analyses and assists in the finalization of cost estimates for cost recovery activities and budget proposals.
  • Reviews and analyses programme budget/financial implications to the Security Council statements.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Provides support to intergovernmental and expert bodies in their budget review.
  • Prepares cost plans and allocations/allotments for cost recovery activities.
  • Monitors budget implementation and recommends reallocation of funds.
  • Monitors expenditures to ensure they remain within authorized levels.
  • Reviews requisitions for goods and services.
  • Administers and monitors extra-budgetary resources.
  • Assists in the preparation of budget performance submissions.
  • Reviews and assists in finalization of budget performance reports.
  • Assists in providing substantive support to intergovernmental and expert bodies.
  • Monitors and coordinates cost recovery related processes.
  • Assists the Service Chief/Secretary of the Committee on Contributions in preparing reports and servicing the Committee on Contributions and the Fifth Committee.
  • Assists in preparing Member States' assessments.
  • Monitors the level of income received from cost recovery and advises senior management.
  • Monitors proposed obligations or expenditure for cost recovery related services.
  • Assists in ensuring that accurate and complete accounting, reporting and internal control systems are functioning.
  • Prepares advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions.
  • Prepares authoritative interpretation of requirements for handling transactions.
  • Monitors, analyses transactions recorded into the accounting system.
  • Defines requirements and works with systems units with respect to production of relevant financial reports.
  • Coordinates the collections of statistical information from service providers, the analysis and summation of the statistics, and the billing of clients.
  • Assists in the development of accounting policies.
  • Prepares information needed to respond to audit findings.
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets.
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights.
  • Keeps up-to-date on current financial regulations/professional publications and accepted principles.
  • Performs other related duties, as assigned.
Required Experience

A minimum of 2 years of progressively responsible experience in accounting, finance, administration, budget, business administration or related area is required. No experience is needed for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P). Experience with revenue generating or income producing activities is desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
