Overview

This role involves coordinating and overseeing human rights investigation and reporting tasks for a Commission of Inquiry, ensuring adherence to methodologies and timely delivery of reports.


Key Responsibilities
  • - Supervise the development of investigation plans, methodology and tools.
  • - Support Members of the Commission on substantive, operational and administrative procedures.
  • - Manage the overall work of the Secretariat of the Commission.
  • - Facilitate communication between the Members of the Commission and OHCHR.
  • - Ensure the Commission carries out tasks in accordance with strategic objectives and standard fact-finding methodology.
  • - Coordinate investigating and reporting tasks of Commission members.
  • - Oversee development of plans to protect victims and witnesses.
  • - Accompany Members of the Commission in their field missions.
  • - Act as the main interlocutor on operational and substantive matters with stakeholders.
  • - Ensure integration of gender perspective in all aspects of work.
  • - Take ultimate responsibility for the quality and timely delivery of Commission reports.
  • - Liaise with the security coordinator/UNDSS.
  • - Manage the budget and finances of the Commission.
  • - Perform other duties as required.
Required Experience

A minimum of ten (10) years of progressively responsible work experience in human rights, or combined experience in human rights and international humanitarian law or international criminal law is required. A minimum of five (5) years of experience in managing teams is required. A minimum of two (2) years of experience carrying out human rights, or international criminal law investigations is desirable. Experience working in/on the region, or relevant experience acquired working in or on similar contexts is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent degree), in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
