Overview
Develop a comprehensive National Environmental Data Management Plan for Kuwait, establishing a framework for data collection, integration, classification, and sharing across government entities.
Key Responsibilities
- Develop a draft Table of Contents for the National Environmental Data Management Plan.
- Conduct a comprehensive review of Kuwait's environmental data landscape, including institutional roles, data collection systems, and data flow pathways.
- Collect and catalogue existing datasets, assess data quality, availability, and accessibility.
- Identify and document relevant international or regional best practices.
- Map existing data sources, flows, formats, and classifications.
- Analyze the legal and institutional context and conduct a gap analysis.
- Evaluate current capacity and infrastructure for electronic data integration.
- Provide guidance on digital processes for data collection, validation, and reporting.
- Define digital and manual data workflows.
- Lead consultations with national stakeholders to assess data sharing practices and gaps.
- Design and facilitate a participatory consultation process.
- Identify sector-specific data needs, sensitivities, and existing data-sharing practices.
- Document stakeholder feedback.
- Propose a data classification and data governance framework.
Required Experience
- A minimum of 7 years of work experience related to data management, data governance, data systems, policy analyses, digital transformation or any other relevant field is required.
- Experience in knowledge sharing, communication and capacity building is a strong asset.
- Previous experience in the conception of reports is required.
- Knowledge of the state of environment in Kuwait and the West Asia region is desirable.
- Excellent communication and stakeholder management skills is required.
- Ability to work independently is required.
Qualifications
An advanced university degree (master’s or equivalent) in Environmental Science/Engineering, Public Administration, Data Science, Environmental Databases, Environment Information Systems or another relevant field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
