Overview
The consultant will enhance UNMAS Ukraine's strategic framework and direction by developing a strategy, concept notes, donor proposals, and training courses to address identified needs and gaps in the national mine action sector.
Key Responsibilities
- Produce a technical training needs assessment and mapping for the national mine action sector in Ukraine.
- Draft a UN Ukraine mine action strategy to address technical skills gaps.
- Develop a new training course and accompanying curriculum.
- Create three (3) Concept Notes and Project Documents.
- Prepare a summary report of follow-up recommendations and next steps.
- Undertake desk reviews, remote consultations, and technical analysis.
- Review assessment and oversight tools and systems for mine action training projects.
- Develop specific technical briefings, mappings, and issue-based papers.
- Facilitate technical coordination with national mine action authorities and other stakeholders.
- Provide substantive input to the identification and documentation of good practices and lessons learned.
Required Experience
- A minimum of 15 years of established expertise in technical training, particularly weapons and explosive ordnance destruction, with a focus on mine action, humanitarian operations, peace operations, stabilization, security-sector support, disarmament and/or a related field is required.
- Demonstrated expertise and knowledge of mine action and EOD operations as well as the relevant international standards and frameworks (e.g IMAS) is required.
- Experience working in Ukraine with the national mine action authorities (SESU, Police, SSTS, NMAA, CHD, NMAC) is required.
Qualifications
- Advanced university degree (Master's degree or equivalent) in social sciences, public administration, international development, humanitarian affairs, or a related field is desirable.
- A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
- A recognized national qualification as an EOD officer/EOD level III certification required.
- Graduation from a military academy or senior NCO equivalent training or similar security institution is desirable.
