Overview
The Contract Management Officer supports procurement processes and manages contracts, ensuring goods and services are purchased according to UNOPS rules and that suppliers deliver on time and within budget.
Key Responsibilities
- Serve as administrator for contracts.
- Monitor contractor compliance with clauses, insurance, and performance security.
- Track key contract dates.
- Ensure service management is well-structured and suppliers understand their obligations.
- Contribute to performance management frameworks.
- Draft communication to suppliers.
- Manage interim payment process certification.
- Control project cash flow.
- Maintain financial register of contracts.
- Implement contract management software.
- Put in place mechanisms to identify key contract trigger points.
- Develop indicators and dashboards for contract management information.
- Follow procedures for contract closure or termination.
- Ensure payments are made according to contract.
- Draft and process Change Orders or Variations.
- Ensure changes are formally documented and approved.
- Assist in analyzing contractor claims.
- Maintain a log of events and correspondence for disputes.
- Draft formal letters to contractors regarding performance issues.
- Establish methods for capturing user requirement changes.
- Ensure contractual and supplier risk management is implemented.
- Ensure risks are formally identified and monitored.
- Establish escalation and reporting routes for risk governance.
- Ensure contractual terms around security, confidentiality, warranties, indemnities, insurance, and termination are understood and monitored.
- Contribute to planning procurement process stages.
- Manage the purchase process: handling requests, evaluations, and review.
- Participate in the evaluation of technical and financial proposals.
- Ensure smooth transition from bidding to contract management phase.
Required Experience
- A minimum of two (02) years of professional experience in international public procurement is required.
- Experience working with procurement projects in the area of infrastructure is required.
- Experience in construction contract management is required.
- Experience working with FIDIC contracts is desired.
- Experience in the United Nations System is highly desirable.
Qualifications
• Required Bachelor’s degree (or equivalent) in Procurement and/or Supply Chain Management, Commerce, Business Administration, Public Administration, Finance, Economics or related fields with 2 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields.
