Overview

The Monitoring and Evaluation Expert will strengthen the programme’s monitoring, evaluation and learning framework by supporting the design and implementation of data collection and analysis tools, monitoring trends in justice sector performance, and ensuring that programme interventions are informed by accurate, timely, and actionable evidence.


Key Responsibilities
  • Review the existing Monitoring, Evaluation, Reporting and Learning (MERL) Framework and Indicator Performance Matrix.
  • Develop and operationalize intuitive data collection tools and processes.
  • Establish digital or simplified templates for reporting.
  • Track progress against programme indicators.
  • Consolidate programme data from multiple justice institutions and analyse trends.
  • Support the preparation of inputs for annual and semi-annual reports.
  • Provide technical guidance to programme staff and partner focal points.
  • Conduct capacity-building sessions for institutional partners.
  • Facilitate integration of evaluation findings and lessons learned.
  • Support mid and/or end-term internal and external evaluations.
  • Document good practices, challenges, and innovations.
  • Contribute to the development of impact stories and knowledge products.
  • Draft an Implementation for Impact roadmap.
  • Prepare a final report with recommendations and hand over finalized monitoring and evaluation tools.
Required Experience
  • 7 years of relevant experience.
  • Proven track record in the design and implementation of monitoring and evaluation frameworks, tools and methodologies.
  • Experience with data collection, analysis and reporting systems, including indicator development and performance monitoring.
  • Strong facilitation and capacity-building skills, with experience training partners and staff in monitoring and evaluation tools and approaches.
  • Ability to establish and maintain effective working relationships with government counterparts, civil society organizations, UN agencies, donors and international partners.
  • Prior experience with justice sector, governance or rule of law programmes is a strong asset.
  • Experience working with UN agencies or international organizations is desirable.
  • Experience working with European Union funded programmes is desirable.
Qualifications

Bachelor's degree in Social Sciences, Statistics, Economics, Public Administration, Development Studies, or a related field.

Remuneration
A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$1,602. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.
