Overview

To lead and coordinate the day-to-day operations of the Kasulu Sub Office, ensuring the effective and timely implementation of WFP programmes in Kigoma Region. The role ensures efficient delivery of food assistance, nutrition services, and resilience activities, while maintaining strong operational oversight, stakeholder coordination, and accountability for resources and results.


Key Responsibilities
  • Lead the day-to-day management of the Kasulu Sub Office, ensuring effective coordination of staff and activities, and fostering a collaborative and high-performing team environment.
  • Oversee the implementation of WFP operations ensuring timely and efficient delivery of food and nutrition assistance and prompt resolution of operational challenges.
  • Coordinate the delivery of both humanitarian and resilience interventions, including livelihood support to host communities through engagement with smallholder farmers and AMCOS (Agriculture Marketing Cooperative Societies) to strengthen aggregation and market access.
  • Monitor and manage the use of allocated resources in line with approved plans and budgets, ensuring efficiency and accountability, and reporting any variances to the Area Office.
  • Ensure adherence to WFP and UNDSS security policies and procedures, contributing to the safety and security of staff, assets, and operations, and maintaining regular communication with security stakeholders.
  • Ensure regular monitoring of field activities across refugee, nutrition, and livelihood programmes, and oversee the timely preparation of accurate and analytical reports to support decision-making.
  • Coordinate the implementation of nutrition programmes in refugee camps and host communities, including support to supplementation and prevention interventions, and follow up on fortification initiatives with government and private sector millers.
  • Maintain productive working relationships with local authorities, UN agencies, NGOs, private sector partners, and community structures to ensure coordinated and effective programme delivery.
  • Ensure consistent presence in refugee camps, distribution sites, and project areas to monitor implementation quality, address operational issues, and ensure accountability to affected populations.
  • Represent WFP at field-level coordination forums, including refugee response platforms and inter-agency initiatives, contributing to joint planning and implementation.
  • Support the capacity development of cooperating partners, local institutions, and AMCOs to enhance programme delivery and sustainability of interventions.
  • Perform other related duties as required to support the effective functioning of the Sub Office and achievement of programme objectives.
Required Experience

Five years’ experience in similar position. Has field experience via field rotations or working in a sub-office, and through field postings. Has experience leading a small to mid-size team to ensure the effective delivery of objectives. Experience working in refugee or displacement settings, including familiarity with camp-based operations and coordination with UNHCR and other humanitarian partners. Demonstrated experience in implementing or supporting integrated programmes that combine humanitarian assistance with resilience and livelihoods interventions. Gained experience of analyzing local political situations and assessing risk accurately. Gained broader exposure across areas within a function (i.e. policy, programme etc.). Has gained experience managing small to mid-size financial budgets, balancing priorities effectively. Participated in a vendor/government/ partner negotiation within area of focus.

Qualifications

Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with years of professional work experience and/or training/courses.
