Overview
The Protection Officer - Monitoring will implement protection monitoring activities in Debark and Dabat, including data collection, referral of individuals at risk, and reporting on protection trends.
Key Responsibilities
- Develop a work plan for protection monitoring activities.
- Ensure protection monitoring activities align with international standards and DRC guidelines.
- Conduct protection monitoring activities according to the work plan and budget.
- Contribute to the development and review of protection monitoring tools and analysis of collected information.
- Support community workers in data collection using standardized tools.
- Review protection trends and needs and recommend appropriate responses.
- Conduct service and resource mapping to determine available services and ensure effective referrals.
- Support identification of individuals with specific needs and referral to relevant services.
- Collaborate with partners to develop and maintain protection referral mechanisms.
- Conduct community awareness raising and information dissemination on protection risks and mitigation strategies.
- Ensure continuity of protection programming and identification of cases through monitoring.
- Hold regular meetings with community-based groups and help establish 'community action plans'.
- Maintain professional relationships with stakeholders to collect information and support referrals.
- Mobilize and create rapport with communities through engaging with community-based structures.
- Support community-based structures by promoting group conversation and guiding members to self-identify concerns.
- Engage in developing and implementing response plans based on protection monitoring findings.
- Represent DRC in engagements with the target community, local government, and humanitarian agencies.
- Work with other DRC sectoral staff to encourage referrals and information exchange.
- Ensure ethical and statistically-sound data collection and protection analysis.
- Collaborate with all sectors to ensure integrated information gathering and reporting.
- Report writing and documentation.
- Meet with community-based protection officers and community workers weekly for support.
- Contribute to producing monthly protection monitoring reports and ad hoc briefs.
- Support the development of daily, weekly, and monthly reports.
- Ensure proper documentation of all project activities, including means of verification, assessments, and case studies.
- Contribute to the development of project proposals and concept notes.
Required Experience
- Minimum of 3 years’ experience in a mid-level position, with experience in humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant ministry or local authority.
- Strong communication skills in both English and the local languages; ability to conduct interviews, facilitate discussions, and write reports in English.
- Experience in conducting protection monitoring or protection assessments using online data collection tools such as Kobo and Activity info.
- Good data collection, analysis and reporting skills.
- Experience working with displaced or conflict affected populations.
- Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
- Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
- Full proficiency in Microsoft Office, including Word and Excel.
Qualifications
University Degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
