Overview

Develop and implement the ICLA strategy, technical guidance, and project activities in Eastern Chad, focusing on House, Land and Property (HLP) and Empowerment Law Procedures (ELP). The role involves leading on programme development, fundraising, advocacy, and ensuring quality and innovation in the ICLA program.


Key Responsibilities
  • Develop ICLA strategy, technical guidance, and Macro Logframes (LFAs).
  • Ensure compliance with NRC policies, guidance, and procedures.
  • Contribute to fundraising, develop and revise funding proposals, budgets, and donor reports.
  • Identify trends, technical standards, and donor priorities.
  • Follow up on compliance with contractual commitments within ICLA.
  • Provide technical direction and project implementation support.
  • Extract key learnings from ICLA implementation and incorporate them in development processes.
  • Provide systematic training and build capacity of technical staff.
  • Represent NRC in relevant forums, working groups, and clusters.
  • Promote the rights of refugees in line with the advocacy strategy.
  • Lead the review of the ICLA program strategy response in Eastern Chad.
  • Lead on programme development, seeking out new opportunities in HLP and ELP.
  • Lead on fundraising for the ICLA program strategy, interfacing with donors and proposal writing.
  • Contribute to the development and implementation of the advocacy ICLA program-based Country Office actions plan.
  • Lead on ICLA advocacy priorities.
  • Contribute to donor reporting and ensure compliance with donors’ commitments.
  • Ensure overall quality and innovation of the programme, including beneficiary participation and continuous learning.
  • Provide oversight and technical support for MEAL data collection and conduct analysis for ICLA program.
  • Ensure development and roll-out of relevant guidance and tools for legal aid and legal protection services.
  • Lead and foster initiatives to partner with international and national/local actors.
  • Proactively represent and contribute to sectorial working group/clusters discussions and specific thematic groups.
  • Lead coordination and engagement with government entities.
  • Ensure ICLA program activities are implemented within NRC’s Safe and Inclusive Programming (SIP) guidelines.
  • Ensure sustainability and transition of the ICLA program, including promotion of refugee inclusion in national systems and handing over specific program components to local actors.
Required Experience
  • Experience in developing ICLA strategy, technical guidance, and Macro Logframes.
  • Experience in fundraising, developing and revising funding proposals, budgets, and donor reports.
  • Experience in identifying trends, technical standards, and donor priorities.
  • Experience in providing technical direction and project implementation support.
  • Experience in extracting key learnings and incorporating them in development processes.
  • Experience in providing systematic training and building capacity of technical staff.
  • Experience in representing an organization in relevant forums, working groups, and clusters.
