Overview
The Medical Logistics Officer will lead the supply chain management for medicines and medical supplies at the county level, ensuring efficient and timely logistical needs are met.
Key Responsibilities
- Lead supply chain management for medical supplies and pharmaceuticals, including warehousing, transport, dispatch, and loss management.
- Ensure timely replenishment of medical supplies and pharmaceuticals with zero stock-outs.
- Facilitate last mile distribution of pharmaceutical and medical supplies to health facilities.
- Supervise and maintain relationships with the County Health Department, transporters, and health facility staff.
- Ensure proper storage of medicines and medical supplies, including cold chain items.
- Strengthen systems for daily entry and dispatch of medicines from stock.
- Supervise and update stock fulfilment plans and support contingency requirements.
- Strengthen warehouse documentation and reporting systems, and drive improvements in stock reporting accuracy.
- Conduct monthly physical inventories and communicate findings.
- Provide capacity building to staff in accurate reporting and stock management.
- Draft and submit loss reports to the project manager in a timely manner.
- Maintain asset lists and submit monthly revisions.
- Check that deadlines for medicine deliveries to partners are respected and perform spot checks.
- Ensure warehouses are properly set-up, cleaned, and security conditions are respected.
- Establish systems for tracking drug expiry dates and manage them in a timely manner.
- Maintain waybills and receipts of goods for IRC documentation.
- Ensure IRC, CHD, and donor-related documentation are maintained, including asset tracking and right-of-use agreements.
- Ensure the medical logistics department complies with IRC & MOH guidelines, policies, and procedures.
- Prevent loss or fraud in logistical activities by improving transparency and ensuring the best use of IRC & CHD assets and resources.
- Train, coach, and mentor relevant staff on logistical procedures, internal controls, and donor requirements.
Required Experience
- At least 3-5 years of experience in logistics and supply chain management, preferably in the health sector.
- Ability to fill up and monitor and reporting format based on observations.
- Knowledge of warehousing practices, including inventory control, stock management and loss prevention.
- Experience in preparing and submitting accurate logistic and supply chain reports, including stock reports and distribution reports.
- Willingness and ability to work in remote and potentially unstable environment.
- Knowledge of health and safety standards related to the handling and storage of medical supplies.
Qualifications
- A bachelor’s degree in pharmacy, or logistics supply chain management, public health or related field in lieu of pharmacist.
- A diploma in pharmacy combined with significant relevant experience maybe considered.
